This has caused penetrating damp damage to my plaster and mould on one wall in my living room.
The matter withint the next 14 days failing which advise them that you must reserve your rights in respect of any damage caused to your property and that yu propose to take the above.

Your neighbors will be responsible for damages.
Just on the neighbours side of the downpipe the guttering was bodged and cut too short to meet the down pipe joint correctly.
It is understandable anyone not wanting to get into a row with their neighbour but this is a very selfish of her not to respond.
Start with a demand letter and hopefully they will understand that you are not playing games.
